A Message to Peter Hampton & Web Police Members From Police Captain Chet Bowen.

Police Captain Chet Bowen has asked me to publish the following statement on his behalf which includes some very cautionary words directed at Peter Hampton and his minions. After receiving a false complaint from InterGOV to his Police Department seemingly intended to damage and besmirch his professionalism and distinguished, Chet has decided that it is again time to speak out and say it as it is. It is our conclusion that if Mr Hampton decides to call Chet Bowen's bluff on his below statement that he will most likely be extremely regretful that he did so.

To Peter Hampton and members of "Web Police",

I'm letting the cat out of the bag.

After a month long investigation of your background which was warranted based on the proximity of relatives in my living area and possible retaliation, I have concluded that any sort of such retaliation would be a grave mistake.

I spoke with the FBI in New Orleans on 10/04/03 regarding your criminal history dating back to 1986, and I have concluded that it is in your best interest to shut down InterGov or design it in a fashion as to not mislead the public that your organization is an entity of 'Authority' in any shape or form.

I don't believe in punishing anyone for a cause that should be to better the Internet community. Therefore, this game is over and I am fully prepared to release a full disclosure of your crminal background, which I have been advised by the FBI as open and public record, and will fully cooperate with the State of Florida to achieve
this objective.

This means the implying of anyone using the word 'Officer' with contact with any complaint to your web site and any such person implying they are an 'Officer', which does indeed imply 'Police', will not be used unless they are indeed a Police Officer. The collection of personal data from any person should carry a warning that the collection of such data is being collected from a 'private' source.

Don't construe this as black mail in any form. I will simply state the 'FACTS' if you are still in operation within 72 hours, I CAN BACK THIS UP. That's 3 days to get your business in order and eliminate any illegal activity your organization is involved with.

After reviewing your criminal background, I obtained the phone number of a one Kristi Kessler, in the State of Alabama, and my Chief and I both tried to contact her in regards to a letter sent to our Police dept regarding allegations that have no truth to them whatsoever.

This person has conveniently changed her phone number to a non published number. It would be in her best interest to contact the Chief of Police at (985) 863-5711 before I proceed any further. This is saying it mildly....making false allegations against any Police Officer within the United States is against the law.

WARNING: Any member contacting my Police department can expect follow up if any phone calls are slanderous or detrimental to the integrity of any Police Officer with this agency.

Final Warning:

First, I want to make a clear message that what I am stating here is
my own doing and any actions I am taking against Mr. Peter Wade
Hampton is on my own free will, based upon what the law constitutes.
The accusations I am making are an ABSOLUTE FACT and irrefutable as
outlined in The Freedom of Information Act 5 U.S.C. § 552, As Amended
By Public Law No. 104-231, 110 Stat. 3048.

This statement isn't to be construed as slanderous in any manner but
based on FACTS that are attainable from the Department of Corrections
in the State of California upon request by whoever request such
information.

"YES" the chat room conversation held stating that I have no
jurisdiction in the State of Florida is TRUE. If you were in the
State of Louisiana, you would be in jail now. I would personally see
to it. My only purpose of this message is to expose what you have
done in the hope of saving another innocent victim.

In the twenty years of law enforcement I have experienced, I had
thought I have seen everything, then along comes something that
floors me beyond all comprehension. I have known you for quite a few
years, Peter Hampton. I recount your visit and my meeting with you
and at the time I genuinely was happy to have met you. I must submit
I was hoping you would say something about the litigation against you
and the State of Florida, but non the less you kept silent, hence I
kept silent. I had no clue at the time what I was about to find out.

What I am disclosing is a justifiable matter that has done nothing
but break the trust of innocent citizens who get duped into a service
to mankind, namely InterGov - aka Web Police and a slap in the face
of every American that should have the misfortune to stumble across
your web site and law enforcement agencies anywhere in the world. You
sir, are a true product of shame. That's my opinion of you.

It shouldn't come as a surprise that you are about to experience a
nightmare you must live with every day of your life once again. I
promise you this, there are others that have come forward and have
advised me they are more than willing to give written statements as
to the accounts of your crimes in the past. You have made no effort
to redesign your web site to satisfy within a respectable manner that
didn't reflect any authority whatsoever. Nor have you made any effort
to apologize to the victims that you have caused to suffer a great loss.
By the way, what ever became of James Solo?

I have been watching the "chats" and the snide remarks made by your
members who obviously don't have a clue of who you really are and the
fact that they don't know anything about the law other than it's a
violation to run a red light, much less "investigate" crimes of any
kind. They are the ones I truly feel sorry for because of the fact
they REALLY don't know. So I hold no fault on them for their part in
this. It's you that knows the TRUTH and you know that I KNOW. So do
others that are coming forth.

This is your last warning. Stop all activity. You have two days left
and this will be my last say in this, then Thursday night on
10/07/2004 I will make my final announcement.
