The InterGOV Internal Fellow Officers Consumer.Net Email.

This article has also being going around the InterGOV fellow officers list and is in actual fact an old article from the CONSUMER.NET web site about InterGOV. It is also a very well written article and makes some very interesting points. We have pasted the contents of the email which was forwarded to us below. Take note that there is a non displaying image in the email at the top. We opened up the original email in a hex editor and found an interesting string linking an image to someones desktop. This often happens when someone creating an html document makes a mistake and does not link the image properly.

Could it be someone by the name of Chris who sent this? It certainly looks to be as the user account is named Chris. The path also tells us that the user is most probably using Microsoft Windows XP, 2000, NT or Win2k3. You can view the original email source code HERE and verify this for yourself. Intergov/Web Police FAQ

The NY Times coverage of Intergov and his postings about Consumer.Net publisher.

What is Intergov/Web Police?

It is a group of web sites: http://www.intergov.org, http://www.web-police.org, http://scamwatch.com, http://www.repairmaster.com, and http://www.icc-911.com.  They are registered to Peter Hampton of Fishers, Indiana USA.  He is reported to be a semi-retired construction worker according to an Indianapolis newspaper reporter.  The sites have no official status and have been started by an individual.

Intergov is now part of the World Security Organizations.  They claim to fight terrorism and organized crime, support the Red Cross, and a host of other things.  They also claim to work for governments around the world and will even rescue kidnapped journalists.  Peter Hampton is First Vice President.

There is an official Intergov site in Canada provided by the Canadian government. It has no relation to the Intergov site discussed here.

How many members do they have?

According to their site they claimed: First Voting 1997 (2,000,000 members) and 890,000 people on their mailing list.  They also claim to have $1.7 million in 'pledges.'  It is interesting to note the lack of any media coverage of this organization of supposedly 2 million.  See their list of Internet crimes.

The web sites were also registered with a web statistics services.  From June 12 to July 4, 1997 they averaged 48 impressions a day on the web police page.  The Intergov site service showed they had 3,957 unique visitors between April 4 and July 4, 1997.  Intergov,  as of July 4, 1997, had an average of 74 hits per day.  They also uses two different services for the 2 sites so duplicate visitors to the two sites are not correlated.

When I questioned the Intergov President, Mr. Hampton, about the discrepancy between the web statistics service and his claim of thousands of new members each week he indicated:

"The counter you accessed is only for one page out of over 1,000 pages on 14 separate Web Sites referenced by 5 URLS with over 2,000 links."

He failed to provide any further specific information.  I cannot locate the '1,000' pages he discusses.

I had placed the following information on the junk e-mail page I publish:

Vote at the new Intergov site.  However, this site sends out messages that claim they have over 2.3 million members and are recruiting members at a rate of 4-7 thousand per week and they claim to represent "100 million Netizens."  They also use a web statistics service that says they had 3,292 unique visitors between April 4 and June 22.  They also claims to be the biggest organization on the Internet.

When the President of Intergov saw that he took me off his mailing list, mailed out and published a newsletter entitled WARNING!... INTERGOV MAY BE A SCAM, and claimed I called Intergov a scam. He went on to claim "InterGOV asks nothing of Netizens." (In fact they solicit donations and claimed to have $1.7 million in 'pledges.').  Hampton then published 3 of my e-mail addresses and asked members who agreed with me to send me comments.

I then joined Intergov's Net Issues discussion forum.  When I questioned Hampton again about these numbers, he kicked me off his list.  He then posted this on his Suspected Crimes Page later that day.  It does not indicate what crime I am accused of but it does have a recommendation that I should be arrested.  The list is now 'fully moderated.'  One respondent that brought up issues about the e-mail addresses of the directors and the bylaws being unavailable at the web site.  Hampton responded by removing him from the mailing list also.

Is Intergov allowed to solicit donations?

According to the Indiana tax office Intergov is not a 'not-for-profit' entity in Indiana as they had claimed on their page.  They have now removed this claim after a complaint was filed with the Indiana Attorney General's office.

Has Intergov responded to this FAQ?

Yes.  They set up several pages linking the publisher, Russ Smith, with child molesters, labeled Smith as an 'Internet crime suspect' and said he should be arrested, and fabricated several messages and attributed them to Smith.  They were told by their web hosting provider to remove these pages or be kicked off the service.  The web provider recognized one of the phony messages attributed to Smith as it was an excerpt from a widely distributed message from CyberPromo.com threatening retaliation for 'flamers.'  Intergov has never answered the questions about his membership claims. 

Intergov has now removed several items from their site.  A complaint to the Indiana Attorney General resulted in Intergov removing the claim of not-for-profit status.  Netcom also required them to remove the claim of a $2,500 donation.   Intergov then still claimed they were a contributor since Netcom 'saved Intergov thousands due to an unlimited $19.95/month rate.'   Netcom was completely removed from the contributor list a few days later after they were contacted by Netcom's legal department.
