Criminal Negligence? Does this apply to InterGOV/International Web Police?

We believe that it does indeed, it is my opinion that having a 2 to 3 months backlog of crimes, some of them serious crimes amounts to criminal negligence. Is it right to expect victims of a serious crime to wait upto 3 months or more for a response or before the crime is even investigated by an untrained and incompetent individual? I think not!

It is our opinion that serious crimes should be reported immediately to the particular citizen's local police department where the report will be passed on if required to higher authorities. In this modern world of almost instant global communication where telephone calls or email takes a fraction of a second a wait of upto 3 months or more for details of a crime to be passed to the proper authorities amounts to no less than criminal negligence and gross incompetence.

Claims from their site as far back as 2000 indicate the below:

We maintain a database containing cases of criminal activities recorded since 1986 which assists in developing new procedures to prevent crime and protect the Internet community. This database is connected to a world wide law enforcement network and is updated continually to insure access to the latest information.

Our officers are trained in the latest procedures and newest technology which allows them to perform their duties with the highest degree of efficiency. Land based law enforcement officers on our staff assist both on and off the Internet.

We work hand in hand with law enforcement agencies and government officials throughout the world, in a united effort to rid the Internet of criminal activities."

Given these claims which we have managed to establish as most likely untrue as nobody seems to recognise them, surely new crimes would be continually updated to a "world wide law enforcement network" as stated in their own outlandish claims. To date Peter Hampton has failed to name but one law enforcement or government agency that recognise his agencies as legitimate. All direct questions put to Peter Hampton corcerning official recognition have thus far been evaded!

Also, given that their claims also detail training in the latest procedures and newest technology they still require upto 3 months and over to learn how to send an email or pick up a phone? How instant is this? It is a fact that if a large amount of time has passed before the authorities receive details of a reported crime, it will often prevent effective investigation or any investigation at all.

They also claim to investigate international terrorism and other serious crimes, so it is reasonable to assume that if they received a tipoff for an impending terrorist attack that it would most likely have already happened before they ever got around to passing the information on to the authorities. Also mentioned is child abuse, a child being abused could well be dead by the time the proper authorities are notified of this. If this isn't criminal negligence then I don't know what is!

Their current newsletter does not plead for staff to help clear the backlog or -re-organize the shambles they call the International Web Police, instead it solicits the recipients for money, free software or free services. It is truly shameful that they mislead the public in this appalling manner.

Seemingly they can also find time to publish pages such as http://www.web-police.org/public_safety/criminals.html with criminal allegations and misquoting e-mail from the UK Police on there as well as subscribing my e-mail addresses to over 100 different junk mail lists. Are these individuals legally licensed as private investigators as per Florida Law? We have yet to see any evidence of this.

Even if they were no more than a referral agency, is it ethical to wait upto 3 months or more before passing the details of serious crimes over to the proper authorities? Due to the large amount of elapsed time it is almost impossible to investigate such cases, especially as many ISP's only keep logs for a month at most.

The International Web Police claim to work hand in hand with the authorities, even though none of them seem to welcome or recognise Peter Hampton's so called help. It is my view that his agencies are like a tick on a dog, an annoyance and most certainly a hinderance to proper law enforcement agencies.

According to their web page hit counter and tracking http://extremetracking.com/open;unique?login=zaq123e their daily hit count fails to reflect the validity of this claim.

Assuming that the hit counter was implemented on Friday 22nd August 2004 and given that Saturday was a full day of traffic it would add up to an average of 265 unique hits a day, considering the claim is that they receive over 2,000 crime reports a day and more recently in an article at http://www.worldnetdaily.com/news/article.asp?ARTICLE_ID=28336
they claim 1,500 a day with over 200 a day relating to female pedophilia.

"Hampton says that he gets an average of more than 200 reports related to female pedophilia on the Internet each day, including websites, message boards and other forums."

According to his hit counter then almost each visitor would have to submit a crime report about female pedophilia along with about 8 other crime reports for other crimes to substantiate Hampton's outlandish claims. The facts as usual tend to contradict his wild and fantastic claims and figures.

It is my opinion and belief that he either cannot count or deliberately tells lies in a self serving effort to gain support and credibility for his organizations. It is unfortunate that the media treat him as a reliable source of information and comment where he frequently contradicts himself from one press article to another. In one he even claims to have been a former Sheriff although no amount of research has ever indicated that there is a shred of truth to this claim.

It is our belief that misleading the public into thinking that they really are a Police agency and have the power to do something is almost as bad as what we believe to be the criminal negligence in not passing crime reports to the proper authorities in a timely manner. It appears that his "have a go hero" tactics mislead and endanger the public who he is supposedly sworn to protect.

Peter Hampton at the time of writing is a 61 year old retired construction worker who claims to protect over 500,000,000 (five hundred million) citizens of the Internet. I have yet to see a single shred of evidence of any of the actual protection this individual claims to provide. It is my belief that this man is little more than a not very intelligent charlatan.
