Web Police - Fictitious Crime Reports & Web Statistics.

For many years there have been many vast and varied claims concerning the amount of crime reports submitted per day and the amount of traffic to the International Web Police web sites. Many times you will see that Peter Hampton contradicts himself to the media depending on what he is commenting on as a supposedly reliable source of information on such matters.

His own site claims that they have 625 Million visitors per year in 2002 and and projected 700 Million visitors for 2003. Going by these figures it is fair to assume that the projected figures for this year would be 775 Million at a growth rate of 75 Million per year.

Here are a few of the claims he has made in the not too distant past:

"The research staff at InterGOV has taken great care to insure that the information herein is as complete, accurate and up to date as possible." Here

A visit to WWW.WEB-POLICE.ORG will display the above on the main page, click the icon above the arrow which is directly under their banner and take a look at their web traffic to the site. At best and this is being generous there are less than 350 unique visitors per day to their site which claims hits of 700 Million or more per year. Let's do the math here though and be generous. The highest hit count I see is 342 in one day of which some of them would be our hits, let's make this 350 for generousity sake and lets be even more generous by pretending it is a leap year and basing our calculations on 366 days instead of the normal 356.

Here is the math: 366 x 350 = 128,100 (One Hundred and Twenty Eight Thousand and One Hundred)

This is the result we get even after being generous in our estimates in the spirit of fairness. Please feel free to verify these results for yourself with a calculator. This falls well short of the 700 Million a year they quote. Now let us see how far short they fall of 700 Million.

Here is the math: 700,000,000 - 128,100 = 699,871,900

So somehow or other they fall slightly short of their projected 700 Million figure by a mere 699,871,900 (Six Hundred and Ninety Nine Million, Eight Hundred and Seventy One Thousand and Nine Hundred) short of the figures they are claiming and don't forget, this is based on their own web statistics and tracking which is available to the public.

Now let's calculate how many visitors they would need per day to make the 700 Million figure they claim per year.

Here is the math: 700,000,000 divided by 366 = 1,912,568

(One Million, Nine Hundred and Twelve Thousand, Five Hundred and Sixty Eight) plus a few figures after the decimal point which we will disregard for these purposes as they cannot be whole visits and again it goes in their favor and not ours.

So it would appear that Peter Hampton to the best of his knowledge which his research staff at InterGOV have taken great care to insure are accurate claims that his sites receive nearly 2 Million visitors per day. Peter Hampton claims that there are over 500 Million Internet users whom he protects from his rented apartment in Land O Lakes, Florida. This would mean that 2 out of every 500 Internet users or to simplify it even further, One out of every 250 Internet users must visit his site every day without fail.

A site that boasts this much traffic per day would never be able to reside on a single web server which also serves other sites, e-mail, IRC chat rooms and more and most certainly would cost more than the $149.95 a month that Verio charge for hosting as the bandwidth transfer and overage charges would be massive.

Surely a site with this much traffic must have thousands upon thousands of links to it and must rank very high in Alexa who are the benchmark for site rankings. We do a link search on google for www.web-police.org HERE and find a whole 241 sites who link to them which are mainly little known sites with many of them being on Geocities and similar free hosting sites. Now let's give Alexa a whirl as surely it must rank very high in Alexa with these 2 Million visitors per day. It appears that Alexa only ranks it as a sorry 687,434th in the list of ranking. How can this be? He gets nearly 2 Million hits per day doesn't he?

So, are all these visitors swallowed up in a blackhole or a vortex or are these figures and claims totally fictitious? We will let you decide and don't forget to view the claims and break out the calculators to confirm the math. Anyone think that Mr. Hampton is trying to hoodwink us?

In the above image a numeric hit counter can be seen which up until very recently incremented the counter by 4 each time the page was visited. I would imagine that they had the hitcount code in different elements of their page, for example, header, body, menu and footer so whenever the page was visited or refreshed it ran the same script 4 different times. I can only conclude that this was incompetence or lack of knowledge on the part of their webmaster.


Those with eagle eyes might notice that we refer some 0.84% of their traffic as we show up in their stats as a referrer. Click HERE to see all referrers to their site.

Their stats also allow the viewer to see the last 20 visitors to the site HERE which means that the confidentiality statement on their pages is also a complete farce as absolutely anyone has full and and unrestricted access to see who visits their site. Anybody can see who might have visited them for help. See below:

The addresses of visitors have been partly masked out for their privacy excluding the bottom entry which was a visit from one of Peter Hampton's home computers 68.200.32.180. See some of his visitations to our site HERE.

Notice the periods of time elapsed between visitors which does not anywhere near reflect the traffic load of a site which supposedly receives nearly 2 Million visitors per day.

False Crime Report Statistics

We have also done a little research into the crime report statistics which can also be found HERE with further supposedly reliable reference both HERE and HERE.

Let's take a look at the 2002 crime report figures where he claims that he received 1,351,897 crime reports which he has calculated to be 3,704 a day. I did the math on this and make it 8,703 and some digits after the decimal point, but let's not split hairs over a defecit of 1 as we are trying to work in whole numbers here.

First let's look at his actual traffic we we genorously calculated to be 128,100 visitors per year, now let us divide the supposed number of crime reports by this figure.

Here is the math: 1,351,897 divided by 128,100 = 10.55

So it would appear that each visitor to his site must have to submit at least 10 or 11 crime reports each to achive this claimed figure. Remember that if you visit the site and don't submit at least 10 crime reports, then then next person must submit at least 20 to keep the figures up at the level Mr. Hampton quotes. Please also remember that Mr. Hampton and his research staff at InterGOV have gone to great pains and taken great care to insure that these figures are both accurate and upto date. Whatever happened to the 2003 figures if they take such great care to make sure these figures are upto date?

All the crime reports that are submitted to InterGOV go to the CSU (Crime Screening Unit) of which 2 ex heads of their CSU now post in our public forum. Both of these people have been able to verify to us that at most they received 25 to 30 new crime reports per day on average which would sound about right for the trickle of traffic they receive.

But wait!, doesn't Mr. Hampton claim that he receives over 200 crime reports per day related to female pedophilia alone? Indeed he does!

"Hampton says that he gets an average of more than 200 reports related to female pedophilia on the Internet each day, including websites, message boards and other forums." Here

Notice above this in the article that he claims to receive 1,500 crime reports per day, yet his web site claims over double that figure. Here in a July 2002 article in the Washington Post he claims:

"About 30 percent of the 47,000 complaints reported so far this year to the Web Police, an international group that attempts to address online crime, involved harassing or threatening e-mail, said founder Peter Hampton. Last year, the group received fewer than 13,000 complaints."

I'm sure that the reader will agree that there are some vast and varied contradictions there and all of them made by Peter Hampton who seemingly invents figures just off the top of his head to impress the reader into believing that his agencies are both large and popular.

Now let us do a little more math and again we will be generous with the figures and base it on the upper figure of 30 per day and on a leap year which is 366 days to get a figure which is nearer the truth.

Here is the math: 366 x 30 = 10,980

This falls some 1,340,917 short of the 1,351,897 he claims on his page when you do:

Here is the math: 1,351,897 - 10,980 = 1,340,917

This would work out as an exaggeration factor of 123:1

Here is the math: 1,351,897 divided by 10,980 = 123.12

I can only wonder at what Mr. Hampton actually actually hopes to achieve by quoting these outlandish figures? Either he is not good at mathematics or it is a deliberate ploy to deceive both the public and the media. In the couple of months that I infiltrated his organization I saw a total of 2 crime reports which were both relating to harrassment that had been passed through 2 people already that had been unable to resolve them. I of course forwarded both reports immediately to the proper Police departments with a cover note explaining why the reports I was passing on were over 3 months old.

I can only wonder if Mr. Hampton's mathematical skills are what brought about his recent financial problems and concerted e-mail fundraising efforts. Read about his recent bankruptcy HERE.

By now the reader should be able to safely disgard the figures which Mr. Hampton quotes as highly exaggerated and most likely false which the team of InterGOV researchers have taken great time and effort to insure are accurate. One can only assume that these researchers also had the benefit of the cutting edge training that Peter Hampton claims to offer in the latest technologies.
